Looks like a recent U-bolt swivel, probably Title Brand, modified to hang lower for some reason. The outside or rubber/plasitc boot appears to be an add on as well as the long U-bracket to hang it. The swivel base itself has the same standard 4 handing bolts/screws. That's my guess. Personally I've never heard of Aries Sports industries and have no idea what the rubber/plastic boot is for.

Or maybe the swivel was recessed up into the drum to shorten the arc? I know that some have experimented with this.

If someone had a bag with a long loop, I can see the advantage to the modification.
