Not a whole lot. Paltier is a company that specializes in sheet metal products. Their current line is the metal rack storage systems that are used in home improvement stores and warehouses. As far as their sojourn into sporting goods, I have to admit that this is the first one that I've seen.

Wonder if that isn't a piece from something else that someone has made into a swivel ? The ball and that piece inserted into the metal stamping look a bit jerry-rigged.

It's quite possible. It does look like that the base is a stamping intended for some other purpose, like a foot piece on a rack.
