That looks a lot like the one I used to have in the mid 1970's, and I thought the base was pot metal, and with it screwed into the wood the silver portion could be unscrewed and taken away when not in use, or taken apart for applying a light coat of grease on what was a half-ball in the socket.

...the other day i was changing out a ball&eyebolt and happened to tighten it a little to much and snap strip the hex key allen just kept turning so i filed the allen down and it striped again then got another allen and that one striped too so i put my number 3.00 glasses on to find out the set screw was cracked at the edges so no matter what good allen i used it wouldn't work it was very hard to see the crack in the set screw so i drilled it out then used an easy out and got the eyebolt out and the set screw out with the easyout after i drilled it out...ralph
